The Canadian Mental Health Association is a volunteer-based organization working on a national level to promote mental health and fostering resilience and recovery for everyone with mental health issues. The Chicoutimi branch offers the following services: CRC La Relève, Ressac program, work options program and the Macadam program.
The centre guides the client towards accountability through individualized monitoring. A relapse prevention program is also offered to individuals with a drug abuse issue.

The Centre Ressac is a psychosocial rehabilitation program working towards the social and professional reintegration with a cognitive-behavioural approach through the development of autonomy and accountability towards the criminal and mental health issues of a mental health-justice clientele.

This program provide citizens who cannot pay a ticket with an alternative to imprisonment that allows them to pay their debts through unpaid work within a public or community organization.

Adult offenders unable to pay a ticket, mostly following a traffic regulation infraction. However, since April 1999, Article 736 C.cr. was added.
